I'm troubleshooting the pedal (which doesn't work at all) based on http://www.commonsound.com/other/tweakingpower.pdf

Everything checks out V wise except that the polarity is wrong at 4049. If I test based on tweakingpower.pdf, it doesn't work, but if I switch the grnd and power it shows 5v.

I ran through the rest of the schematic, but I didn't build the pedal, so I don't know what else to check, or why the power at those pins is reversed. Any thoughts?

oops! I've got the pinout reversed on that document. Sorry. Here, this is correct:
