A freind of mine bought a blue rackmount mxr digital delay at a garage sale for about 5 bucks. it would be damned sweet, but it doesn't work. he gave it to me, and asked me to try to see if i could make it work, but my only experience with electronics is that i put together pedals from board layouts. this would be a damned fine addition to my catalogue of effects if i could make it work. my question is this... should i salvage parts, or should i try to get it fixed, and how would i go about doing that?

Have you tried taking it out of the enclosure/getting to the circuit board to look for loose or broken connections? Or connecting a power supply and jacks and measuring voltages?
If it were mine, I wouldn't salvage parts. If I couldn't fix it myself, I'd either keep it around as is until I figured out what was wrong with it or until I found someone else who could possibly fix it, even if it took awhile, like a few years.
I have some spare parts and have fixed a few with different problems from distortion/static to beserk memory cards. Send me a message and I'd check it out and try some stuff out. Cheers - Frank
